GOVERNOR OBOREVWORI PERFORMS GROUND BREAKING CEREMONY OF THE ₦21.3B 12KM OKPANAM-UGBOLU ROAD DESPITE HEAVY RAINFALL
UGBOLU: Today, Thursday 16 October 2025, the people of Oshimili North Local Government Area witnessed a remarkable moment in the history of community development as the Executive Governor of Delta State, Rt. Hon. (Elder) Sheriff Francis Oborevwori, officially performed the groundbreaking ceremony of the 12km Okpanam–Ugbolu Road Project.
The ceremony began with a warm and heartfelt welcome address by the Executive Chairman of Oshimili North LGA, Hon. Innocent Ifeanyichukwu Esewezie, who expressed profound gratitude to the Governor for his unwavering commitment to infrastructure development and for extending the M.O.R.E. Agenda to the grassroots. He described the project as a dream come true for the people of Okpanam, Ugbolu, and the entire LGA, emphasizing its economic and social benefits.
Governor Sheriff Oborevwori stated that the project would serve as a vital link between Ugbolu and Okpanam communities, enhancing connectivity between Ibusa and Akwukwu-Igbo through the recently commissioned Ibusa–Okpanam Road, while also helping to decongest traffic in Asaba.
According to the Governor, the contract is valued at ₦21,311,311,898.20, with a 40% advance payment of ₦8,524,524,759.28 already released to the contractor.
He explained that the road will feature an 8.0-metre-wide asphaltic pavement, 1.5-metre hard shoulders on both sides, and over 27,000 metres of reinforced concrete drains with stormwater channels.
Governor Oborevwori further emphasized that his administration maintains a strong commitment to accountability and prompt payment, noting that “as of today, my administration is not owing any contractor, whether for inherited or newly awarded projects. We have consistently ensured payment within five days of certification to encourage timely project completion.”
He also charged the contractor, Levant Construction Company, to uphold its well-known standard of excellence and ensure the project is delivered on schedule.
The ceremony was attended by attracted the Deputy Governor, Sir Monday Onyeme; Deputy APC National Chairman, Chief Emma Eneukwu; the State APC Chairman, Elder Omeni Sobotie; others inscludes Secretary to the State Government; Speaker and Members of the State House of Assembly; Commissioners, Party Leaders and Faithfuls, Community Leaders, Traditional Rulers, and numerous well-wishers who came to witness this milestone developmental event.
